How i publish my plugin

I created a plugin and want to publish it here, i dont find the option to publish a resource as the Guide to Publish a Plugin states here, it seens that the option is not visible for me

On the upper right hand corner on this page there is an "add resource" button. If you have no button make sure you have 2FA on.
